Roddons case study

Fenland District Council decided to work with a partner housing association when it went to its second tenant ballot in 2006. This followed their unsuccessful stock transfer ballot as a standalone housing association in 1999.

Circle was up against twenty other RPs (Registered Providers) in the tender process to become preferred partner to Roddons Housing Association in the stock transfer ballot.

Brenda Reynolds, now chair of Roddons Housing Association Board and a tenant member of the selection panel, explained, "We were not looking to become part of a large group because we had a very definite vision of how we wanted our housing association to be structured.

"However, Circle presented such a strong case and demonstrated the huge benefits of being part of a large, established group, that they were shortlisted."

So what was it that finally convinced Fenland that Circle was the right choice as partner for the transfer?

Mike Ward, Assistant Director, Business Growth, said, "Firstly, in its objective 'traffic light' system, Circle Anglia achieved the best match against Fenland's selection criteria."

Mike continued, "Secondly, Circle could demonstrate examples of excellent practice. It arranged visits to Circle partner RPs and the Fenland selection panel were impressed with what they saw: new homes, promises being kept, improved homes and, most importantly, real people giving honest feedback about Circle as a landlord and an employer."

"Thirdly, Circle was able to provide the intensive level of support required to establish a new organisation, register it with the Housing Corporation and complete all of the practical arrangements required to get a new RP ready for business."

"Finally, Circle responded positively but realistically to the priority of achieving solid value for money from its transfer."

Following selection, Circle worked tirelessly with tenants and the council team to win a 'yes' vote. Opposition to transfer was incredibly vocal so Circle in partnership with the council and active stakeholders delivered a precise communications plan to ensure that tenants received accurate information.

In a final testament to the work put in to the Fenland transfer by Circle, Dan Horn, project manager for the pre ballot process for Fenland District Council, said, "The council project team feel we wouldn't have won the tenant ballot in Fenland with any other partner."
