Circle, one of the UK’s largest providers of affordable housing, has released an OJEU Notice and a Prequalification Questionnaire to procure partners to provide responsive repairs and maintenance services in a contract lasting up to ten years.
The procurement process will be completed in the next few months with contracts being issued in the spring of 2012.
Circle wishes to procure between two and five providers to provide planned and responsive maintenance works. They are looking to encourage not only large contractors, but also small companies and even consortia to bid for the work. For the purposes of this procurement, Circle has divided the works into the following lots:
Lot 1 Responsive works in the Eastern Region (dormant) (£155m – £220m)
Lot 2 Responsive works in the Central and West Midlands regions (£240m – £350m)
Lot 3 Responsive work in the Southern region (£153m – £220m)
Lot 4 Planned & Cyclical works in the Eastern region (£156m – £220m)
Lot 5 Planned & Cyclical works in the Central and West Midlands regions (£188m – £270m)
Lot 6 Planned & Cyclical works in the Southern region (£293m – £340m)
Circle intends to enter into a ten year contract, with an initial term of five years, including an option to extend for a further five years. Contractors can bid for up to three lots, but one of these must be either a responsive repair or planned maintenance package.
Circle’s Executive Director of Operations, Andy Doylend, said: “Since 2005 Circle has grown very quickly through stock transfers and mergers. We have continuously looked for ways to improve our services by learning and sharing best practices across the Group. We believe we can further enhance the life chances of our customers and improve customer focus by reviewing the way that we deliver our repairs and maintenance service. Following this review we are proposing to alter the scope and reach of the contracts and this is reflected in the OJEU Notice. By reviewing our repairs and maintenance services across the group we want to give our customers an even better experience, provide consistent delivery standards and achieve improved value over the term of the contract.
“The savings generated will be used to invest in activities to enhance the life chances of our customers. This could be investment in new services, enhancing existing ones, funding regeneration schemes or developing more affordable homes.”
A bidder’s day event will be held in London on Wednesday 3 August from 11.00 until 15.00. Firms have until 15 August to submit PQQs. An invitation to tender will be issued on 8 September with up to 5 firms invited to bid for each lot.
