MPH Resident Scrutiny Panel works alongside our Management Board and in partnership with our staff to inspect our services, monitor how we perform and make recommendations for improvements via reports to the Board.

What is the MPH Resident Scrutiny Panel?

The Resident Scrutiny Panel is a resident-led body that has been set up to scrutinise MPH fronline services on a programmed basis and reports its findings direct to MPH Board with recommendations for service improvements. It is made up of 12 residents comprising of tenants, leaseholders and a 'service charge paying freeholders’.

Why do we need a Resident Scrutiny Panel?

Changes in regulation from April 2012, requires MPH to work together with our residents to set, monitor and enforce standards. This regulatory framework is called ‘co-regulation’ and aims to move the focus of decision-making and performance management for housing services away from the housing regulator towards residents and the landlord to agree locally defined needs and priorities.

What is the role of the Resident Scrutiny Panel?

The Resident Scrutiny Panel agrees what areas of MPH frontline services it wishes to scrutinise and is provided with any reasonable information required, in order to gain a detailed view of how MPH performs in that area. The Resident Scrutiny Panel’s role and duties will also include the following:

  • Produce an annual scrutiny programme and scrutinise individual areas of MPH’s frontline services on a programme basis.
  • Monitor performance of individual service areas and make recommendations for improvements.
  • Maintain links and ensure effective communications with the Board, Senior Management Team and Service Improvement Groups.
  • Hold the Board and management team to account to ensure decisions making meets residents’ reasonable expectations.

What will the Resident Scrutiny Panel aim to achieve?

The Resident Scrutiny Panel aims to give residents more responsibility to hold MPH to account in shaping services and delivering continuous service improvements.

What is the Resident Scrutiny Panel current work programme?

The Resident Scrutiny Panel's first area for scrutiny will be the 'case management' of reported anti-social behaviour incidents. They will aim to report their findings and recommendations to the MPH Board in November 2012.
