Parkside Regeneration

The Parkside estates in Tower Hamlets consist of approximately 2,500 households across five estates. Residents of these estates are currently benefiting from major internal and external improvements to their homes over a five year programme at the value of £55million. Old Ford were the only Housing Association in England to be rated Three Stars by the Short Notice Audit Commission Inspection for their planned works programme.

In July 2007 Old Ford received its largest transfer of stock from the London Borough of Tower Hamlets, when the five estates on Parkside were handed over to Old Ford after residents voted in favour of the transfer in 2005. The estates transferred include Lakeview, Lanfranc, Locton, Ranwell East, and Ranwell West. These estates are predominantly made up of low-medium rise blocks, most of which were built between 1945 and the 1980s.

At the point of handover to Old Ford, 40% of the properties were classified as ‘non-decent’- Old Ford are on target to achieve zero 'non-decent' stock by 2012. Since the transfer Old Ford have invested £55 million in a refurbishment programme to deliver Decent Homes Plus, covering 109 blocks (approximately 2,300 properties) benefitting 1591 tenanted properties and 700+ leaseholders. The Internal Programme will conclude in 2012, however Old Ford plan to invest an additional £15 million for further works for another 5 years.

The Programme

The Internal Works Programme, due for completion in 2012, includes:

  • New kitchens
  • New bathrooms
  • Electrical upgrades
  • Improvements to heating systems, including installation of new boilers if appropriate

The External Works Programme varies from block to block depending on needs. Some of the works undertaken may include:

  • New door entry systems
  • Structural repairs
  • Condition checks of tenant doors and locks to ensure compliance with Circle standards (does not apply to leaseholders)
  • Energy efficiency works
  • Electrical works
  • Repairs and replacements of electrical fans
  • Fire safety works
  • Works to heating system including insulation renewal
  • Roof renewals
  • Drainage improvements
  • Internal communal area improvements and redecoration

Some blocks will also benefit from major external works, including complete building facelifts and internal cavity-wall insulation works which will improve energy efficiency.

The Environmental Works Programme - all of the estates will benefit from environmental works including:

  • Improvements to paths and walkways
  • New lighting systems
  • More landscaping on green spaces - including landscaping at St. Stephens Green, McKenna Green and Lockton Green
  • Improved play spaces for children, including the £800,000 invested in the development of the Roman Road Adventure Playground
  • Recreational areas for all

Other Works Programmes:

  • New lifts - due for completion 2012
  • Window overhall - due for completion 2012

Progress so far

In a recent survey 97% of Old Ford residents said that they were satisfied with the works completed so far. The programme is ahead of schedule and key achievements so far include:

  • Decent Homes works have been completed in over 1400 homes
  • Digital Television upgrade is taking place for all properties, and is on target for completion before the April 2012 digital switchover
  • Photovoltaic cells have been added to Newport House as part of our sustainability strategy
  • 224 adaptations works have been completed, including two fully adapted kitchens and 64 fully adapted bathrooms

Old Ford have completed the external major works for the first block and works are currently in progress for 26 others. Highlights include:

  • 18 lifts renewed as part of the three year lift renewal programme
  • Street properties cyclical programme completing works to 66 properties
  • Window repair programme has covered 900 households
  • Cavity fill has been completed on 12 blocks, benefitting 1,000 households
  • One play area has been developed - The Roman Road Adventure Playground
